With the Undermountain expansion comes a standardization of item levels:

1 item level = 20 rating points
A chest piece will give fewer ratings, while other equipment will give more. Does this mean we'll see a drop in our current item levels, or perhaps an increase to our overall stats? How do Hit Points factor into the item level of a piece of equipment? Will it be 500HP = 1 rating point, or some other obscure formula? They say it should be an overall gain. A gain of what? Item level or stats? Some outliers, companions, mount powers, and bonding runestones, mentioned specifically, may still need adjusting. Adjustments to what, specifically?

This could end up being another sore spot for the community.

Not much I can say about this until I see it in action. Sounds promising though, should at least make leveling queues more interesting.

So how will scaling work? Not like scaling should work. To be more precise, it is capping. When going to certain areas or even moving within some areas you will be capped. This is done as an item level cap. I haven't figured out how everything is capped yet (boons receive an item level cap, but the tooltips still state the same value) but here's a list of areas and what items will be capped at.

Things that have been determined:
Gear Cap: All of your character's gear, your companion's gear, and even your Artifacts will be capped to this level.
Enchantment Cap: Single-stat, Double-stat, Triple-stat, Armor, and Weapon enchantments will be capped to this level.
Runestone Cap: Normal runestones will be capped to this level.
Bonding Runestone Cap: Bonding Runestones will be capped to this level.
Mount Bonus Cap: Mount Equip Power will be capped to this level. I do not have a legendary mount at this time, so anywhere I am unsure of the cap you will see "???"
Insignia Cap: Mount Insignia will be capped to this level.

Things that are still unknown:
Mount Insignia Bonuses
Boons - unlike everything else, the tooltips on boons do show an item level change. However, the stats provided still show the base value in the tooltips. I haven't retrained my boons while being capped yet to determine if they are or are not capped.

Level 80 with IL990 gear
The following areas are not capped
Blackdagger Ruins, Blacklake, The Chasm, Ebon Downs*, Helm's Hold, Icespire Peak*, Mount Hotenow, Neverdeath Graveyard*, Pirate's Skyhold, Protector's Enclave, Rothe Valley*, Slippery Slope, Spinward Rise, Stronghold, Tower District, Twisted Gate, Vellosk, Well's End, Whispering Cavern*, Yawning Portal
*There are areas inside these areas where you will be capped. Those areas are listed below.

Well's End is the first area of Undermountain, as I go deeper into Undermountain my effectiveness will drop as the enemies increase in level. However, my Critical Strike and Critical Avoidance will remain capped versus enemies as high as level 80 and my Defense will remain capped versus enemies as high as level 79.

Looking through the listings below you can see my effectiveness drop significantly against level 70 content.
